Good day all,

 

I'm a water super. for a small township in PA. I'm searching for an answer that so far I cannot find. Perhaps if I throw it out there, someone can point me in the right direction. I would like to install one master water meter ( 1 1/2") to record usage for a small strip mall. I'll be blunt, I'm not that concern with usage at the smaller stores for my master meter is first in line and capturing all use. The owner of the strip mall is pressuring for water meters at all stores so the owner does not have to divide water use per store and owner does not want to read each meter to bill his tenants. I feel one master meter is good enough and once the water exits my master meter, the rest is up to the owner. I have backflow assemblies installed, right after the meter so I'm not concern with backflow. My question, is there a right or wrong way, legal or otherwise. I feel that I'm getting the water to your location, once the water exits the meter, do what you want. Does anyone have any thoughts on this subject?

I can't answer the legalalities of requiring a master meter but I know of several water purveyors that do require master meters on strip malls such as you are describing. This will allow the installation of a backflow preventor on the incoming line that will be your first line of defense against any contaminates. Individual backflow for each tenant would be up to the landlord unless it is a regulatory requirement for you to go beyond containment backflow control.
